Donna M. Elmore, Senior Software Consultant
Donna M. Elmore is a Senior Software Consultant who serves as the Testing/Training Lead for the web-enabled version of the electronic Offender Management Information System (eOMIS). She is also responsible for providing second tier help desk support for eOMIS following an implementation. In 1983 she graduated Magna Cum Laude from Troy State University with a Bachelors of Science degree in Accounting. Her experience includes systems analysis and design, all phases of the software development lifecycle, and project management.
Glenn R. Fishback, Technical Team Leader / Lead DBA
Glenn
R. Fishback is the technical team leader and lead
programmer/analyst on the team that developed the reporting
system for the electronic Offender Management Information
System (eOMIS). He graduated from Florida State University and received
a Bachelors of Science degree in Electrical Engineering in
1991. Since then he has been a systems programmer, application
analyst/programmer, project manager, and technical
architect. He provides support for
software issues and helps maintain the .NET software for the
report server at Marquis Software
Development.

Todd C. Johnson, Senior Software Consultant
Todd C. Johnson is a Senior Software Consultant who assists in the design and development of new web-based applications. He is also responsible for the hardware infrastructure in the Marquis development environments. In 1987 Todd graduated from Southeast Missouri State University with a Bachelors of Science degree in Computer Science. His data processing experience in Systems Analysis and Systems Design and Programming has been on-going since 1988.

Walter S. Payne, PhD., Software Consultant
Walter (Steve) S. Payne is a Software Consultant who assists in software architecture and special projects at Marquis. He is a full time professor at The Florida State University in the Department of Management Information Systems. He has been in the academic community since 1982, with a very active consulting schedule in the government and private IT environment.

Carolyn D. Shiflet, Principal Software Consultant
As
a Principal Software Consultant, Carolyn D. Shiflet oversees
the development and production of the web-enabled version of
the electronic Offender Management Information System
(eOMIS) running in several states. She attended Macon Junior College
and Albany Junior College, receiving a Major in Business at
both. She also
received a Computer Programming Certificate from Thomas Area
Technical School. She has worked in information technology as a data processing
manager, project leader, database analyst, systems analyst,
and programmer since 1986.

James W. Shirley, Principal Software Consultant
James (Jim) W. Shirley is a
Principal Software Consultant who assists in the design of new
web-based applications at Marquis. In 1985 he graduated
Cum Laude from Troy State University with a Bachelors of
Science degree in Computer and Information Science. His data processing experience in Project Management, Systems Analyst, Systems Design and
Programming dates back to 1992.
Donald E. Winters, Principal Software Consultant
Donald is a Principal Software Consultant who serves as a project coordinator, data conversion manager, and external interface manager on new web-based applications at Marquis. In 1973 he graduated from the University of South Florida with a Bachelors of Science degree in Engineering Science. His data processing experience in Project Management, Data Conversion Management, Systems Analyst, Database Analyst, Systems Design and Programming dates back to 1973.
